Can you open an Etsy case if tracking says delivered?
You may be able to open a case if the issue is unresolved and Etsy’s timing rules are met. Etsy says you can select Open a case if the order’s maximum estimated delivery date has passed and you contacted the seller more than 48 hours ago. Etsy’s Purchase Protection page also says if the issue has not been resolved and it has been 48 hours since you first messaged the seller, and the estimated delivery date has passed, you can ask Etsy to step in.
For a delivered-but-not-received case, the key is not only “I do not have it”. You need to explain why the proof does not show delivery to you, your address, or an authorised person/location.
What proof should the Etsy seller provide?
Etsy’s shipping policy says that if an order does not arrive, sellers should be prepared to provide valid proof of shipping. It says valid proof of shipping must show that the item was actually shipped and that it was sent to the shipping address provided by the buyer on Etsy.
For a delivered-but-missing dispute, ask for:
- the courier name;
- tracking number;
- proof the item was sent to the Etsy shipping address;
- delivery photo;
- signature or recipient name;
- safe-place note or neighbour detail;
- GPS/location evidence, if available; and

If the parcel was left in a safe place, ask whether you authorised that location. If it was left in a communal hallway, outside a flat door, beside bins, in an exposed porch or with an unknown neighbour, explain why that was not an agreed or secure delivery.

Etsy seller says tracking proves delivery
A seller may say “tracking says delivered” and refuse to do more. Reply by asking what proof links the scan to your Etsy delivery address. A generic delivered scan is weaker than proof showing the correct address, a recognisable photo, a valid signature, or a carrier investigation result.
Keep the reply polite and factual because Etsy may review the Help with order thread or case log.
Which courier delivered the Etsy parcel?
Once you know the courier, use the matching proof-dispute guide:

Etsy Purchase Protection and delivered-but-not-received
Etsy’s Cases Policy says buyers will receive a full refund for purchases that never arrive, arrive after a reasonable period beyond the estimated delivery window, arrive damaged, or do not match the listing description. Etsy’s Purchase Protection guidance also says qualifying orders can receive a full refund if the item does not arrive.
A delivered scan may make the dispute harder, but it does not automatically prove the item reached you. The issue becomes whether there is valid proof of delivery to the address provided on Etsy or an authorised recipient/location.
Can you use PayPal, chargeback or Section 75?
Use Etsy’s Help with order and case route first where possible. Etsy warns that if you file a chargeback or otherwise dispute a charge with your financial institution, the seller cannot issue a refund on Etsy and you cannot open a case because only one credit method can be issued.
If Etsy refuses despite strong evidence, chargeback may help if you paid by debit or credit card. If the cash price was over £100 and not more than £30,000 and you paid directly by credit card, Section 75 may be worth checking, although marketplace/payment structures can complicate it.
