What this eBay guide is for

This page is for UK buyers dealing with an eBay item that has not arrived. eBay is different from a normal retailer because you may be dealing with a private seller, business seller, marketplace payment process, eBay Money Back Guarantee, and eBay’s own item-not-received request flow.

Step-by-step: what to do when an eBay item has not arrived

  1. Check the estimated delivery date. eBay usually expects you to wait until the delivery window has passed before reporting non-arrival.
  2. Go to Purchase history. Find the item and check delivery information, tracking and seller updates.
  3. Open an item-not-received request. Use eBay’s official process so the seller has the chance to resolve it inside eBay.
  4. Message the seller clearly. Ask for tracking, dispatch evidence, replacement or refund.
  5. Save all evidence. Take screenshots of listing, payment, tracking, messages and eBay case updates.
  6. Give the seller the response window. eBay says sellers are asked to respond within 3 business days and resolve the request.
  7. Ask eBay to step in. If unresolved, use the “ask eBay to step in” option from the request details.
  8. Escalate externally if needed. Chargeback or Section 75 may be relevant depending on how you paid and the value of the item.

eBay Money Back Guarantee and item-not-received claims

eBay’s UK help pages say eBay Money Back Guarantee can cover purchases where the item does not arrive or is not ready for collection as expected. eBay’s process normally starts with opening a request to let the seller know the item has not arrived.

eBay also says sellers are asked to respond within 3 business days and resolve the request before the buyer asks eBay to step in. That is why your evidence should be inside eBay messages wherever possible.

Practical point:

Do not rely only on separate texts, WhatsApp or phone calls with the seller. Keep the key dispute inside eBay’s message/request system so eBay can see the timeline.

If eBay tracking says delivered but you have no item

A delivered tracking status can make the dispute harder, but it does not mean you should give up if the parcel did not reach you. Ask for the actual proof of delivery, not just a tracking status.

Ask for:

If the photo is not your address, the signature is unknown, or the item was left somewhere you did not authorise, say that clearly in the eBay request.

If the seller is private rather than a business

Consumer-rights arguments can be different when buying from a private individual rather than a business seller. For example, the Consumer Rights Act rights against traders do not always apply in the same way to private sellers.

But that does not mean you have no route. eBay’s item-not-received process and Money Back Guarantee may still be relevant if the item was not received and the transaction is covered by eBay’s policy.

Do not overstate the legal argument.

For eBay, lead with the marketplace process and evidence first. Use consumer-rights wording carefully, especially if the seller is a private individual.

If the seller is a business seller

If the seller is a business, retailer-style delivery responsibility may also matter. The seller should normally resolve delivery problems if it arranged the postage. Citizens Advice says if a seller used a courier, the seller should chase the courier to find out what happened to the order.

Where goods have not been delivered to the agreed location, Citizens Advice says it is the seller’s legal responsibility to sort out the issue. That can support your eBay request, especially when the seller tries to send you to the courier.

If the seller says “contact the courier”

Ask the seller to provide the tracking evidence and investigate with the courier. The courier may have information, but the seller chose the postage method and should normally provide the buyer with enough evidence to resolve the dispute.

Short wording

“I have not received this eBay item. Please provide tracking, delivery evidence and courier investigation details. If delivery cannot be proven to my address or to someone authorised by me, please refund or replace the item.”

If the item arrives after you reported it

eBay has guidance for orders that arrive after being reported as not received. If the item turns up later, update the request honestly. If you already received a refund, follow eBay’s instructions and avoid keeping both the item and the money unless eBay or the seller confirms that outcome.

What to ask for in your eBay request

Be specific. Do not write only “where is my item?” Ask for the outcome that fits your situation.

When to use chargeback or Section 75

If eBay and the seller do not resolve an item-not-received dispute, bank escalation may be worth considering depending on how you paid.

Chargeback may be relevant for card payments where goods were not received. Section 75 may be relevant for some credit-card purchases if the cash price is over £100 and not more than £30,000, but marketplace/payment-chain issues can sometimes make Section 75 more complicated.
